AFP2PDF Plus: Set External Color

North Carolina State Employee's Credit Union requested to Ron (3-20-2017) for the ability to change colors defined by Set External Color commands in the AFP. Ron reported we had something in the older AFP2PDF, but we didn't implement it in the new transform because we didn't think many people were using it.

AC: successfully develop & test the ability to use the Set External Color commands in AFP.
